ACT stages protest at DepEd Central Office; condemns illegal orders on RBPMS implementation

The Alliance of Concerned Teachers (ACT) Philippines gathered at the Department of Education’s (DepEd) Central Office on Wednesday, July 10, to protest against the implementation of the Results-Based Performance Management System (RBPMS).

During the protest, members and personnel under ACT called for the suspension of the RBPMS and the Performance-Based Incentive System (PBIS), urging the agency to enforce Executive Order (EO) No. 61 as an alternative.

If these were to be implemented, teachers worry of its structure, fostering unhealthy competition that favors the higher-level officials; while rank-and-file workers would remain neglected of their needs.

“Teachers and its genuine representative in Congress have also demanded for its abolition through collective actions and legislative efforts, asserting that it has not only been redundant but also perpetuated the exploitation of government employees, particularly teachers, by ignoring the harsh realities of their working conditions and imposing unrealistic performance expectations,” ACT wrote on Facebook.

The group calls for the government to abolish the exploitative framework and recognize its fundamental flaws to ensure the just treatment of all workers involved.

On June 2024, President Ferdinand Marcos Jr. suspended the RBPMS and PBI System in the government because of redundancy issues, and ordered it to be studied.
