The Land Transportation Office (LTO) on Sunday said it has issued a show cause order (SCO) against the car driver who was caught assaulting and threatening a cyclist with a gun in Quezon City.
In a statement, LTO Chief Vigor Mendoza II said the SCO was served to the car owner through the LTO - National Capital Region (NCR).
“We assure the public of our swift action on this matter. In as much as we want to immediately impose sanctions based on the viral video, we have to observe and respect due process and this includes fair conduct of the investigation,” he said.
Meanwhile, in a separate statement on Monday, Mendoza said the LTO-NCR found that the involved car driver was not the registered owner of the red sedan vehicle.
“Kaya tuloy ang Show Cause Order upang mabigyan tayo ng paliwanag ng registered owner kung bakit iba ang nagmamaneho ng sasakyan niya. Gusto nating malinawan kung naibenta na ba niya ito, ipinahiram lang o kung ano pang circumstances kung bakit iba ang nagmamaneho nang mangyari ang viral na insidenteng ito,” he said.
Mendoza said they are expecting the full cooperation of the car driver since he already came forward and attended a press conference.
The LTO Chief said the car driver is facing a violation of Section 20 (Improper Person to Operate a Vehicle) and Section 48 (Reckless Driving) under Republic Act 4136, or the Land Transportation and Traffic Code.
The sedan car is now placed under alarm and the original car owner has been directed to submit a notarized affidavit to explain why he should not face sanction in relation to the incident, according to Mendoza.
On Sunday, lawyer Raymond Fortun called for help in identifying the individual who cut across the cyclist, assaulted, and pulled out a gun on the unarmed bicycle rider.
The incident occured near Welcome Rotonda in Quezon City at around 6PM on Sunday
The car driver was identified as retired police officer who got dismissed in service in 2017 due to grave misconduct.
