Fr. Flavie Villanueva, SVD, founder of Program Paghilom, presented before the Senate Blue Ribbon Committee panel what he referred to as the four elements of the "DDS Template."
The four elements include:
- 1 to 3 sachets of shabu worth 200 pesos each
- a .38 caliber revolver without a serial number
- signs of torture
- dirty feet.
Furthermore, he mentioned that there is evidence suggesting the revolvers found at crime scenes were tampered with, as they had been used three times at different locations, indicating they were recycled.
He then cited the case of an alleged drug pusher whose lifeless body was found on the street after being killed by authorities in Quezon City on October 8, 2016.
Police reported that the individual who was killed was an alleged notorious drug dealer in the community.
"Kapansin-pansin na mayroong handcuff marks at ang kanyang mga daliri ay bali-bali na," said Fr. Villanueva.
"Tanong lang, paano siya nakabunot at pumutok?" he added.
The founder of Program Paghilom reported that on the first day of the former president's term, 39 individuals were killed.
