As the Chairperson of the Senate Committee on Migrant Workers, Senator Raffy Tulfo wants a total deployment ban of Filipino workers in Kuwait, after the death of domestic helper Jullebee Ranara.

The 35-year-old overseas Filipino worker (OFW) was found in the middle of a desert in the said country, dead and burned, and was reportedly raped and impreganated by the 17-year-old suspect.

According to the senator, the bilateral talks between the Philippines and Kuwait can be pushed through after the employment ban.

However, the country's terms and conditions should be considered, said Tulfo.

Some of the conditions that Tulfo wants include a tight screening process and psychiatric exams for employers in high-risk countries, as well well as their family members, ensuring that they are suitable to hire OFWs in their homes, as part of the requirements.

Tulfo added that employers should make sure that no OFWs will suffer of their traditions, such as fasting during Ramadan.

Meanwhile, included in the senators conditions is to gradually pull out OFWs in Kuwait and send them to other places that Filipinos are being treated and compensated well, such as Guam.
